LCPC LICENSE INTEGRITY
ILCS 107/45 allows for those licensed as clinical social workers and psychologists to, without examination, be granted registration as licensed clinical professional counselors by the Department. Professional Counseling and Clinical Professional Counseling are protected terms under this same act, and those without registration under this act are not allowed to call themselves or their activities "professional counselors" and "professional counseling", respectively. Yet, this statute allows for the "purchase" in effect of the use of those terms, even though there are pathways to LCSW licensure that do not involve direct client counseling services, diagnosis, or treatment planning. It is a matter of public safety that no one should present themselves as a Licensed Clinical Professional Counselor without evidence of sufficient competency in these clinical skills.

The qualification for the LCPC requires a minimum of 1680 hours of direct clinical experience judged to be satisfactory or better by a qualified clinical supervisor. The LCSW has no such minimum direct-clinical experience. This alone should disqualify licensed clinical social workers from registration without examination or demonstrated efficacy.

ILCS 107 is scheduled for repeal on 1/1/2023. Those in support of this petition believe that the new Professional Counselor and Clinical Professional Counselor Licensing and Practice Act that goes into effect 1/1/2023 should exclude 107/45 (b)(5)(d), and thereby disallow the automatic registration of LCSW and licensed psychologists as LCPCs.
