Request refer to IGNOU notification IG/SED/ Ex-III/Prom/1220/2 dated 10 Dec 20 regarding modalities for promotion of the intermediate year/ semester students of UG and PG programme in the June 2020 examination.

Modalities for passing of students of various courses of IGNOU for TEE Jun 2020 and Dec 2020 has been promulgated vide letter ibid. It is certain that, university might have deliberated in detail before issuing this order. However, we would like to submit following for your kind consideration please: -

(a)
Commencement of classes and initial co-ordination - Classes commenced only in July 20 which is after ‘06’ months of registration

(b) Issue and Receipt of study materials -  View COVID- 19 restrictions, some students haven’t received the study materials yet and others received after 8-10 months of registration.

(c)
Conduct of classes and counseling methodology -  Only online sessions conducted.
Inspite of the best effort by the staff of study center, the students faced difficulty in clarifying doubts and other training issues.
In some cases, few classes were interrupted due to network issues/ software issues.

(d)
Completion of classes - The portion/ units of this batch is yet to finish and likely to continue till Jan 2021

(e)
Effect of Corona Virus - The effect of virus has increased multifold during the period of Jan 2020 batch.
The chances of getting infected is high in forthcoming days/ weeks
Inaddition, new strain of CORONA is also spreading in India.

3. From the above, it is evident that the real effect of COVID- 19 was faced by Jan 2020 batch and MAPC of Jan 20 batch is not included in the list of courses mentioned in the notification for promotion of the intermediate year/ semester students of UG and PG programme.

Inaddition, new strain of CORONA is also spreading in India. By attempting exams, the possibility of getting infected and passing it as community spread is not only insidious but also threat to mankind. Keeping the safety of citizens, it would be prudent to waive off the exams and the said course be promoted akin to June 2019 batch.

Hence, in view of the above 1st year MAPC Jan 2020 course (TEE Dec 2020) be promoted to second year in the same manner of June 2019 batch.
