I am writing this petition because my husband is incarcerated within the Illinois Department of Corrections (IDOC). As it stands, messages sent through the current Global Tel Link (GTL) system can take up to 14 days or however long IDOC decides, to be approved and forwarded by staff. This delay hinders communication and adds unnecessary stress to families who are already dealing with a difficult situation, especially during lockdowns related to staffing issues.

Other states enjoy a live, meaningful interaction through GTL messaging called GETTING OUT much like phone texting on the outside. This is not a security issue since it is no different than live phone calls. All messages are currently retained just as phone calls are recorded should a disciplinary action be required. Another added benefit is that you can also video visit your loved one using GETTING OUT.  No worries about broken visit stations within the facility, they visit from their assigned dorm/bunk. It's a win, win for us...the families of our incarcerated loved ones.

This isn't just about my family; it's about all families with loved ones in IDOC facilities. The current system is outdated and inefficient, causing undue emotional strain on both inmates and their families. A study by the Vera Institute of Justice found that maintaining strong family ties during incarceration not only improves outcomes for those released but also eases reentry into society.

We propose an upgrade to GETTING OUT the GTL messaging system that allows for live interaction between inmates and their loved ones. This would significantly reduce waiting times, improve mental health outcomes for inmates, foster stronger familial relationships, and ultimately aid in successful reintegration post-release.

We call upon IDOC officials to recognize this need for change and take immediate action towards upgrading the GTL messaging system.
