Passing a cottage food law in Idaho would allow individuals to have a small food business that is run out of their home kitchen. It would help those who want to start their own business but don't have the start-up capital or won't have enough sales to warrant renting a commercial kitchen. It would encourage more small businesses in the state, and provide an additional avenue for income potential for people who want to stay home with their families.  Many people already make and sell food from their house.  This would create rules to make sure it's done safely. Many big companies have begun in someone's kitchen.  All states except for four allow cottage food operations.
