Create a ".VR" top-level domain for virtual reality content and auction off second-level ".VR" domain names for charity

The Issue

Virtual Reality is defined as "[...] a computer-simulated environment that can simulate physical presence in places in the real world or imagined worlds. Virtual reality can recreate sensory experiences, including virtual sight, taste, smell, sound, touch, etc.[...]" (Wikipedia)

The many applications and implications of widespread use of Virtual Reality (such as in education, training, tourism, work and productivity, construction, entertainment, medicine & therapy, shopping, architecture, social networking, etc.) suggests the emergence of a new metaverse.

Virtual Reality as a new metaverse (just like the world wide web before it) should become a platform where users and companies of all varieties can freely exchange content and experiences.

1. To keep this emerging metaverse easy-to-use and at the same time open and accessible to all, the official international "names registrar" ICANN must create a new 2-letter top level domain ".VR".

2. As it is expected that there will be a great demand for new second-level .VR domains (such as home.vr, work.vr, shop.vr etc.), ICANN should create an auction-based sale of the second-level domains to benefit non-profit organizations that helps people in need

According to the official ICANN rulebook, 2-letter top level domains are, for good reason, not allowed to be registered by any person or organisation.

"Two-character ASCII strings are not permitted, to avoid conflicting with current and future country-codes based on the ISO 3166-1 standard." (FAQ ICANN.org)

As a statement to keep the metaverse open to everybody and as an instrument to foster the new emerging technology of virtual reality in one place, please instate this new top level domain ".VR".

If ICANN fails to move and create this domain, a person, company, organisation or country may try to claim ownership of the metaverse and restrict access or sell it for profit.

Further as stated in point 2, if ICANN opens a .VR top-level domain via the usual channels, there will be a great demand for popular second-level domain names. This opens up profiteering opportunities for individuals or organizations. To sell the .VR second-level domains at value, an auction mechanism must be put in place. The proceedings shall go towards charitable organizations worldwide and the betterment of mankind.
