The Issue
PETITION IN SUPPORT OF THE PT4T SUBSTACK OPEN LETTER:
AN OPEN LETTER TO AMARILLO CITY MANAGER, GRAYSON PATH
(Executed Pursuant to the Texas Citizens Participation Act)
WHEREAS, serious allegations have arisen regarding the Amarillo Economic Development Corporation’s (AEDC) illicit transfer of $750,000 in public monies to a privately controlled bank account, as detailed in the PT4T Substack Open Letter (the “Open Letter”);
WHEREAS, the City of Amarillo’s Chief Financial Officer—serving concurrently as Treasurer of the AEDC—allegedly facilitated or failed to oppose this unauthorized payment, notwithstanding her fiduciary obligation to safeguard taxpayer funds and ensure compliance with governing law;
WHEREAS, it is further alleged that AEDC and City officials bypassed mandatory steps such as Board authorization, City Council review, or performance agreements, in apparent violation of the Texas Development Corporation Act (Local Gov’t Code Chapters 501 & 504), the Texas Open Meetings Act (Gov’t Code Chapter 551), and various provisions of the Texas Penal Code;
WHEREAS, the PT4T Substack Open Letter, published under the protections of the Texas Citizens Participation Act (Tex. Civ. Prac. & Rem. Code §27.001 et seq.), sets forth compelling facts and arguments demanding accountability, transparent investigation, and a referral to appropriate law enforcement agencies;
WHEREAS, we, the undersigned, believe that the public trust demands a thorough, independent inquiry into all suspected acts of Misapplication of Fiduciary Property, Abuse of Official Capacity, Theft of Public Funds, and associated misconduct;
NOW, THEREFORE, we hereby execute and endorse this legally binding Petition Statement under the following terms:
Adoption of the Open Letter
We incorporate by reference and fully support the PT4T Substack Open Letter’s factual assertions, legal arguments, and calls to action. By signing below, we affirm our agreement with the Letter’s central demand: that City Manager Grayson Path uphold his legal duty to enforce the law and initiate (or refer for prosecution) a formal investigation into the alleged AEDC wrongdoing.
Call for Immediate Action
We call upon the City Manager to exercise his authority—independent of any City Council vote—to refer suspected criminal activities to law enforcement and, if warranted, to place implicated City officials on administrative leave pending an investigation.
Affirmation of Rights
We sign and publish this Petition pursuant to the Texas Citizens Participation Act, which protects our right to speak freely on matters of public concern. We expressly reject any threat of retaliation or intimidation that might hinder our exercise of these fundamental constitutional liberties.
No Waiver of Remedies
