Subject: Request for Urgent Intervention — Alleged Municipal Abuse of Authority, Discrimination, and Loss of Property (Village of Standard, Alberta)

Dear Minister,

I write with deep urgency to request your immediate review and intervention regarding what I believe to be prolonged municipal abuse of authority, discrimination, and systemic failure of accountability by the Village of Standard, Alberta. These actions have resulted in the loss of both my properties, business assets, and severe deterioration of my mental health. I am currently hospitalized for major depression and suicidal risk.

My situation began shortly after relocating from Montreal to the Village of Standard in 2012. Since that time, I experienced escalating harassment and discriminatory treatment from municipal officials, which evolved into legal and administrative actions that I believe were unlawful, retaliatory, and abusive of statutory powers.

Summary of Key Events

  1. Illegal Seizure of Mobile Home (2016):
    The Village of Standard relied on Municipal Government Act s.610 to remove a mobile home that had been placed on my hotel property. After seizing it, the municipality retained possession and storage of the mobile home, yet continued charging me storage fees — despite the municipality having become the legal owner. These charges accumulated to approximately $30,000 and were concealed within my property tax account. I was threatened with auction of my hotel if I refused to pay.
  2. Unpaid Invoice for Illegal Snow Dumping (2012–2019):
    The municipality repeatedly dumped street snow onto both of my properties without authorization. In 2019, I issued an invoice to offset the improper storage charges. This invoice was never paid.
  3. Auction and Seizure of My Properties (2020–2025):
    In 2020, my hotel was auctioned. On November 13, 2025, after I had been medically relocated to Grace Bankview Seniors Housing in June 2025, the Village of Standard changed the locks and seized both of my remaining properties without lawful authority.
  4. Obstruction of Property Sales:
    Since the municipality took possession, my realtor and court-appointed liquidator have been denied access to sell my properties and movable assets, resulting in total financial paralysis and personal devastation.
  5. Denial of Access to Justice:
    I sought relief through the Alberta Human Rights Commission, Alberta Ombudsman, Court of King’s Bench, and Alberta Court of Appeal. These efforts failed, largely because the municipality employed legal counsel to exploit procedural technicalities, while I — suffering from major depression and anxiety — was unable to retain counsel or qualify for Legal Aid. In particular:
    *My urgent injunction was struck because my properties were held under my incorporated company and I was told I must retain a lawyer — which I was unable to do.
    *On January 12, 2026, despite filing affidavits and evidence, my case was struck again without substantive consideration.
  6. Mental Health Harm and Hospitalization:
    These prolonged actions have resulted in catastrophic harm to my mental health. I am presently hospitalized due to major depression and suicidal risk directly related to this ongoing ordeal.
  7. RCMP Involvement:
    RCMP investigator Mr. Randolph Romkey of Strathmore investigated matters including illegal snow dumping, theft of my vending machine, and harassment. He advised that criminal enforcement was ineffective because the misconduct originated from a municipality rather than individuals and suggested civil remedies instead.
  8. Failure of Oversight Bodies:
    I was encouraged by Alberta Municipal Affairs to file complaints with the Alberta Human Rights Commission and Alberta Ombudsman. These processes failed, in my view, because they relied on inaccurate or misleading submissions by the municipality. The Ombudsman closed my file using incorrect evidence and stated they would no longer respond to further complaints. 

Current Crisis

As of January 12, 2026, following dismissal of my urgent injunction, the Village of Standard now holds full possession of both my properties and all movable assets. I have no access, no income, no housing security, and no legal capacity to protect myself. This has caused irreversible financial loss and extreme psychological trauma.

My affidavits and documentary evidence clearly demonstrate that I do not owe any money to the Village of Standard. On the contrary, the municipality owes me compensation for years of illegal snow dumping and other misconduct. Yet through progressive misuse of statutory authority and procedural advantage, they have taken full control of my assets.

Request for Ministerial Intervention

I respectfully request that your office:

A. Initiate an independent investigation into the Village of Standard’s conduct;
B. Review the legality of the seizures, auctions, and obstruction of property sales;
C. Examine the failures of oversight mechanisms that allowed this to continue;
Facilitate immediate interim relief to restore access to my properties and movable assets; and
D. Assist in ensuring I receive fair access to justice regardless of disability, financial hardship, or medical incapacity.
E. I have attached my affidavit and evidentiary summary for your review and respectfully request that this matter be forwarded to the Minister of Municipal Affairs for urgent action.

Minister, I am fighting for my life — not only my livelihood. I respectfully ask for your compassion and leadership to stop this injustice and prevent further harm.
