My goal in writing this petition is to prevent animal cruelty around the United States. As I was researching, I found out how there is an immense correlation between animal abuse and committing crimes. Now, the animal abuse rates in Kentucky are the highest in the United States. In the Humane Society of Kentucky, the potential adopters are only required to fill out an application sheet. This sheet only asks questions like "Do you have any other pets?", and other simple questions. If we forced mandatory background checks upon potential adopters, then the humane society could make smarter decisions on adopters. If the applicant has committed crimes prior to adoption, this will affect their eligibility to adopt. This is dependent on the crime. The final decision of if the person can adopt or not should be up to the Humane Society of Kentucky. This is because these people have experience and would know best on who is a good adoption candidate.
