Animal activists are enraged by a family in Everett, PA that allegedly keeps one or more dogs outdoors on short chains or in a small kennel. No food or water is reportedly in sight. Numerous cats have also been seen on the property, so there is also concern for their welfare. Photographs show the area around the dogs is heaped with trash, which is a health concern for the animals.
According to concerned animal lovers who have witnessed the squalor-like condition the dog or dogs have been living in, this has been going on for a year or more. (A year ago, three dogs were seen, a few days ago only one dog was seen outdoors). However, it is believed the other dogs may have been moved to an area not visible from the street.
Animal cruelty laws in the state of Pennsylvania (18 PA Cons. Stat. 5511) states:
Cruelty to animals is defined as: “wantonly or cruelly illtreats, overloads, beats, otherwise abuses any animal, or neglects any animal as to which he has a duty of care, whether belonging to himself or otherwise, or abandons any animal, or deprives any animal of necessary sustenance, drink, shelter or veterinary care, or access to clean and sanitary shelter which will protect the animal against inclement weather and preserve the animal’s body heat and keep it dry.”
The last known photograph (shown above) was taken a few days ago, when one dog was photographed in a small kennel with no protection from the weather. Numerous phone calls to the Humane Society of Bedford County have not brought about any changes to the dogs living condition.
So who is to be believed, the eyewitnesses who have seen the dogs, or the Humane Society of Bedford County (who has not been answering or returning phone calls)? If the Humane Society has been out to check on the dogs, why won’t they release their findings, or speak to those concerned about the dogs welfare? And why, since the law dictates otherwise, are they permitting the owner to let at least one of the dogs live outdoors with no protection from the weather, with trash strewn about the dogs kennel?
This petition requests that an investigation be conducted on this case and also on the Bedford County Humane Society's lack of action.
