His operations suggest likely involvement in international trafficking networks tied to the exploitation occurring on and around North Fox Island.
Evidence and witness testimonies connect Rosen to systematic sexual abuse operations that took place on North Fox Island and nearby locations. He leveraged his financial crimes—including laundering illicit funds through offshore accounts and falsifying property ownership—to fund and conceal these abuses. His influence enabled him to recruit, control, and silence victims, perpetuating a cycle of exploitation and trauma.
Sexual abuse served to exert dominance and enforce silence, while his financial schemes protected and enabled his criminal enterprise. The falsified property claims allowed him to operate with impunity on North Fox Island, creating a haven for illicit activities. How can the unaddressed stain of unresolved trauma be lifted when perpetrators are either dead or seemingly invisible? Especially when reading about these men, one constantly comes across words like “allegedly” and “according to witness testimony.” These men were guilty.
That is why this memorial is so important. The least the public can do is to say, in a meaningful way: We acknowledge and are sorry you have been failed so severely. We see you.
