Mimi was found zip-tied, abandoned, and suffering from severe swelling, infection, and urine scalding. Her back legs were so swollen they looked like “balloons about to burst,” according to the shelter that rescued her. Police have charged a suspect with felony torture and aggravated cruelty to animals.
This case shocked northern Pennsylvania. But Mimi’s suffering must not become just another headline.
Animal torture is not only an act of cruelty. Research and law enforcement data have long linked extreme animal abuse to broader patterns of violence. When someone commits aggravated cruelty, communities deserve to know.
We call on the Pennsylvania General Assembly to create a publicly accessible animal abuse registry for individuals convicted of felony animal cruelty.
Several states and local jurisdictions have established similar registries to increase transparency and help prevent repeat offenses. Pennsylvania should follow suit and lead the way in protecting animals and communities statewide.
A registry would not replace criminal penalties. It would strengthen accountability by ensuring that those convicted of severe abuse cannot quietly move, adopt new animals, or repeat harm without oversight.
Mimi survived unimaginable suffering. She is slowly recovering because people stepped forward and law enforcement acted. Now lawmakers must do the same.
We urge Pennsylvania legislators and the Governor to introduce and pass legislation creating an animal abuse registry, and to consider making it a model for national reform.
