It is with a heavy heart I am posting this petition on the internet:  In the past 5 years, two married Hong Kong teachers, Mrs. Laura CHEUNG LEE and Mr. Wah Man LEE adopted at least 5 dogs and 2 cats from various animal rescue organisations in Hong Kong.  For each adoption, Mr. & Mrs. LEE claimed that they are animal lovers and would take care of those animals which they have adopted. One of the dogs adopted was then a 2 months old puppy named “Siu Beng” through a lady named Ms. Wai Ching PANG who was an independent volunteer.

In December 2014, Ms. PANG learnt that the LEE family was planning to emigrate to England in the following year as their daughter had received a scholarship at Wells Cathedral School. Out of good will, Ms. PANG contacted the LEE's to offer her regards and assistance on the arrangement of their animals. However, they were not forthcoming regarding their plans for the animals and after 8 months of liaison, Mrs. LEE rejected Ms. PANG’s assistance and informed her that “Siu Beng had been given to someone else”.  However, Mrs. LEE refused to put Ms. PANG in contact with the new owners despite her numerous requests.  Feeling suspicious, Ms. PANG put out posters and internet posts in search of Siu Beng, only to be informed by the LEE’s neighbour that she had witnessed Siu Beng and some other dogs being taken away by Agriculture Fisheries and Conservation Department (AFCD).

Ms. PANG immediately contacted AFCD to try to locate Siu Beng.  However, they were unable to find her. I am saddened to say that this can only lead to one conclusion: that all animals entering into the AFCD pound would be euthanized after 4 days if they are not claimed and Siu Beng was no exception.  We discovered that the said dogs (including Siu Beng) did not exit the pound, except one which was rescued by an animal charity organization.  We are unable to find out what has happened to the LEE’s other dogs, cats and other species like rabbit, hamster… as they have seized all contacts with those involved.  At this moment, we are losing hope to find them again.  Unfortunately, the total number and type of species involved cannot be confirmed as different witnesses as counted from 8 to 15 different animals in their home.

Despite the offer of assistance from animal volunteers, the LEE's has deemed it appropriate to send 4 healthy animals to the AFCD to be euthanized.  We view this situation as wholly unacceptable and we take this matter very seriously. Not only that they have demonstrated a total lack of compassion, they also showed a very questionable integrity. We strongly condemn their behaviour and find it unacceptable that persons of such character could be put in position of trust with children.  We strongly urge the Education Bureau to thoroughly investigate this matter and take the appropriate step to remove that Mr. Wah Man LEE, a qualified and registered secondary school teacher from the teaching register.

What we want out of this is for Mr. and Mrs. LEE to honestly inform us the status of the other animals and accept our assistance.

The success of any animal rescue efforts is deeply intertwined with those who generously offer a home for the animal. We place our trust on those who offers to adopt animals to value their lives and well-being. After all, no person would want to rescue an animal from the pound, get it adopted and have the adopter send the animal back into the pound! We view this situation as utterly intolerable and this is why we have taken this matter very seriously and are exhausting all channels to find and ensure the well-being of the remaining animals as soon as possible.
