The Skating Rink in Burnham Park was intended for the free use of the public, particularly skaters. And as in all public parks and the facilities therein, as established by legal principles and jurisprudence, it must be “beyond the commerce of man.” It was so for years until the city government entered into a contract with the current concessionaires, spouses Ismael and Luzviminda Quirante.

Today, aside from skate rental, the facility hosts Bump Cars and various Arcade Games, clearly going beyond its original intended use.

And while we do not oppose the business of renting out skating gear for this clearly remains in line with the intent of the facility, just as bike rental concessionaires are allowed at the biking area, we strongly oppose the charging of fees for skaters who bring their own skating gear. It is therefore our position and prayer that:

1. The contract with the concessionaires under the current terms and conditions WILL NOT BE RENEWED;

2. All other business enterprises within the facility that is not in line with its intended use WILL BE REMOVED;

3. The facility will once again be OPEN TO AND FREE FOR THE USE OF THE PUBLIC.

We are hoping that the executive branch, under the leadership of The Hon. Mayor Mauricio G. Domogan, and the legislative branch, under the leadership of The Hon. Vice Mayor Edison Bilog, of the City Government of Baguio will heed the plea of the undersigned for the benefit of the People of Baguio.
