With an objective to universalize Primary Education all over the country, the Sarba Siksha Abhiyan Mission (SSA) was launched during the year 2000. Remarkable achievement has been made in the state of Assam in the field of Elementary Education after launching of SSA in the year 2002-03. The Grade-III & Grade-IV employees of SSA Assam the real contender of all these achievements as the employees are the backbone of any organization.
The SSA started with a mission mode and the employees engaged are as per SR&FR 2002-03 through a formal 3 tier recruitment process. The unquestionable integrity, dedication and honesty of the SSA Grade-III & Grade-IV employee has lead a remarkable progress in respect of access, retention, quality and equity in the state of Assam.
Timely distribution of Free Text Book (FTB) to 50 lacks (approximately) elementary students, digitization of student’s data of same no. of students, digitization of HR data of 1.5 lacks (approximately) teachers, Salary Bill prepare for all regular & Contractual Teachers of all 50,000 Schools and over and above successful conduct of “Gunotsav 2017” and “Gunotsav 2018” reflects the quality and ability of Grade-III & Grade-IV employees of SSA. Besides, the aforesaid employees perform Election duty time to time.
The Govt. of Assam requested all administration departments to make arrangement for regularization of Grade-III & Grade-IV employees working in the district as per provisions of Law vide letter No. ABP/42/2013/225 dt. 08/12/2014. Subsequently the Elementary Education Department, Govt. of Assam communicated to the Mission Director, SSA, in this regard vide letter No. AEE:430/2014/2, AEE: 430/2014/5 and AEE 430/2014/7 dated 11/12/2014, 29/12/2014 and 22/05/2015 respectively but in vain.
On the above ground the regularization of the services of Grade-III & Grade IV employees of SSA, a long standing demand which was also supported by MHRD and RTE Rules, Assam.
The SSA employees were initially engaged for 11 months contract period with fixed pay. Further, the authority abolished the erstwhile fixed pay system and introduced the ROP based pay structure with effect from 2012 and executed 5 years term of contract agreement of engagement and provided CPF facility w.e.f. 1st December, 2002.
Surprisingly enough, instead of fulfilling our legitimate demand of the employees the authority has now reintroduced 11 months agreement which are against the existing Labour rules.
Therefore, it is prayed before the Hon’ble Prime Minister of India, Hon’ble HR Minister, Hon’ble Chief Minister of Assam and Hon’ble Education Minister of Assam kindly to interfere in the issue through your good office to regularize the services of Grade-III & Grade IV employees of SSA borne under SR&FR.
Around 2000 employees (where most of the employee already crossed the recruitment age of any Govt. job) and their dependant awaiting for your generous steps. It may kindly be mentioned here that the states like Sikkim, West Bengal, Haryana, Punjab, Odisha, Himachal Pradesh, Delhi, Jammu & Kashmir and Manipur etc. have given justice by regularizing the services of employees of SSA in their respective states.
