The Issue

Save Homebuyer’s of Sector 100 & 104 Mohali. GMADA should take responsibility for Sector development. 

We the residents/plot holders/allottees of pearls city sector 100 and sector 104, Mohali, Punjab are approaching to bring our problems and grievances to State and Center Government authorities.

A large number of persons have purchased properties in both the sectors i.e. sector 100 and 104 mohali after due confirmation that project launched by Pearls Group in 2005 have all necessary government approvals from Punjab government. Both sectors are being developed by Pearls Group, as real estate mega projects plan approved by Government of Punjab, the approved layout plan available on GMADA/PUDA websites.

Our Concerns: We the residents/plot holders/allottees are in shocking state for the following.

a.     It has come to notice of all the allottees of residential and commercial plots that, Hon’ble Supreme Court has attached properties of PACL (Pearls Group) to recover money and return it to PACL Ponzi investors. We have approached the builder i.e. Pearls Group, Government authorities i.e. GMADA, to clarify regarding the status of these sectors, are these sectors are safe or not? But no one has been able to provide us with a satisfactory reply. Please help to get a satisfactory answer and help to save our hard earned money.

 b.     The builder i.e. Pearls Group has stopped the development work, from the time their bank accounts were freezed for the last 3 years. GMADA didn’t take an appropriate actions and review project status regularly.

 c.      The builder i.e. Pearl Group has stopped the physical possession as well as registration of plots in sector 100.

 d.     The builder i.e.  Pearl Group has even stopped maintenance of these sectors, as the PACL staffs have resigned due to non payment of salaries, So residents facing difficulties in getting basic amenities like water supply, electricity, street lights etc.

 e.     We all are in a state of shock as regard to our investment being safe or not. Neither the builder nor the govt authorities are providing any concrete information.

 f.       Maximum number of persons who have purchased property/home has taken bank loan from one or other bank, paying bank EMI’s for last many years, and there is no development.

 g.     There are large number of persons who have booked/allotted the residential/commercial plots on installments, a large number of them have stopped paying the installments as the future of company i.e. pearls management was not clear. These cased should also be looked into and decision be given to make their payments, as per plan/contract and the allottees be allowed to take the possession and get their properties registered with appropriate authorities.

h.     No electricity in sectors.

i.        No water supply in sectors.

j.       Construction activity will come to standstill

k.     No Street lights with function, thereby causing security hazard at night.

 Keeping in view all of the above, we request Punjab and Central Government to interfere in this matter. Since GMADA (Greater Mohali Development Authority), PUDA(Punjab Urban Development Authority) and Punjab Government are equal stakeholders in issuing required approvals and collection of revenue in the form of change of land use fees, registered deeds, approval of building plan fees, electricity connection changes and other miscellaneous charges.  GMADA should take immediate responsibility to save our sectors, to do proper development, sales of unsold inventory and smooth transition of handing over these sectors to GMADA thereafter for regular maintenance. GAMDA should use builder deposit security to develop sector.

In view of all the above, we the residents of sector 100 and sector 104 humbly request to all Government authorities to kindly look into our grievances and provide us justice at the earliest.
