Miss Harper's ears and hind legs were cut off by monsters . She suffered from severe infections and requires extensive surgeries and a prosthetic leg . After all this girl has been through, justice has NOT been served .
Hon. Angelo A. Delligatti said that this was NOT animal cruelty and totally dismissed the case . Nobody is serving any jail time or even on probation .
