All consumers of home loan are impacted by this problem. 
Whenever there is an increase of rate on home loans, this is automatically increased by the lenders and banks. But whenever there is a reduction in rate, the consumer has to request for change in rate and on top if that, consumer has to pay conversion fees to banks ranging from rs 1000 to 50000 depending on amount and term of the loan. 
This is injustice with home loan consumers. 
Just like rate increase, the decrease in rate should also be effected automatically by the banks without charging any additional fees.

I myself have paid conversion charges at least 10 times since I have taken the home loan.
