For quite some time, our Homeowners’ Association has faced an ongoing and frustrating issue with the United States Postal Service (USPS). Despite their own documentation confirming ownership and management responsibility for cluster box units, USPS is requiring us to pay for their replacement—an unjust and unacceptable burden on homeowners.

The USPS is responsible for the upkeep of these mailboxes, yet they have neglected their duty, leaving communities like ours financially stranded. It is time for USPS to take accountability and ensure that damaged cluster boxes are repaired or replaced promptly—at no cost to homeowners.

A Nationwide Issue
This problem extends beyond our community—many neighborhoods across the country struggle with unrepaired, outdated, and poorly maintained USPS-owned mailboxes. These boxes are not just a convenience; they are essential infrastructure for handling bills, government correspondence, legal notices, and personal mail.

According to Title 39 of the Code of Federal Regulations and Postal Operations Manual Issue 9 (Updated With Revisions Through July 31, 2020), the USPS is explicitly responsible for maintaining cluster mailboxes where they manage the locks and keys for individual mailboxes in the cluster box unit. Their failure to act has resulted in a decline in service quality, forcing hard-working Americans—many of whom juggle multiple jobs—to take time off during business hours just to retrieve their mail from a Post Office.

Demanding Accountability
With nearly 160 million delivery points across the United States, the proper operation and maintenance of postal services impact millions of Americans. Reports suggest that USPS negligence leads to frustration, long delays, and even lost or stolen mail—an unacceptable situation for a federal service provider.

Though USPS has operated at a loss since 2007 they not absolved of their duty. It is the responsibility of the USPS Board of Governors to uphold service standards and protect the integrity of mail delivery. Communities should not bear the financial burden of maintaining infrastructure they do not own and did not damage.
