Hold Southend-on-Sea City Council accountable

The Issue

I am a vulnerable tenant living in Southend-on-Sea, and I have experienced firsthand the failure of our City Council to protect individuals like myself from bullying and harassment at a council-owned site. As a whistleblower, I have taken the brave step of standing up for plot holders who have faced inequality, and I have attempted to ensure the council adheres to their public sector equality duties. I do all of this while dealing with my own vulnerabilities: I am retired, have physical health challenges, and live with Higher Functioning Autism (HFA).

My allotment once provided me with a sanctuary—a place of peace and a retreat where I could enjoy my retirement in harmony. However, that peace has been shattered by the council's neglect and their failure to act against ongoing harassment. I document everything meticulously—an attribute of my neurodivergent condition—but what I need is not more evidence of wrongdoing: I need action from our local authorities.

The issue at hand is serious. Tenants at council-owned sites in Southend-on-Sea deserve safe and respectful environments. According to the government's Public Sector Equality Duty, which is part of the Equality Act 2010, councils have a responsibility to eliminate discrimination, harassment and victimisation, and advance equality of opportunity. The Southend-on-Sea City Council is not upholding these obligations, and this needs to change.

Statistics reveal that a significant percentage of tenants in council-owned properties suffer from intimidation and neglect by those who should ensure their safety. These individuals, often vulnerable due to age, health, or socioeconomic factors, require more than rhetoric—they require concrete assurances and swift, effective action.

I call upon the Southend-on-Sea City Council to take immediate steps to address and rectify this situation. They must implement mandatory training for staff to recognise and combat bullying behaviours, establish a dedicated support line for tenants experiencing harassment, and regularly audit sites to ensure compliance with the Equality Act.

We cannot allow another tenant to suffer due to negligence. Please join me in demanding that Southend-on-Sea City Council honour their responsibilities by signing this petition. Together, we can urge those in power to protect the vulnerable and uphold their moral and legal obligations to every tenant. Your support is crucial to bringing about meaningful change.
