Hold “Pet and Wildlife Sanctuary” Fully Accountable for Animal Cruelty in Delaware

The Issue

More than 90 animals — including dogs, cats, rats, and even guinea pigs — were rescued from horrifying conditions inside a Delaware townhouse falsely labeled a “sanctuary.”

Inside the home, officers found:

  • Dogs stuffed into crates too small to stand
  • Feces smeared across floors, walls, and stairwells
  • A dead cat in a crate on top of the refrigerator
  • Animals without clean water, food, or space
  • Rats, both alive and dead, crammed into filthy tanks
  • A junk-filled backyard that posed danger to roaming animals

Some animals were already too sick to save. Others are now recovering at Brandywine Valley SPCA, which has stepped in to provide urgent care, medical treatment, and shelter.

The person responsible — Mark Ptomey, the founder of a so-called nonprofit “Pet and Wildlife Sanctuary” — now faces 64 misdemeanor counts of animal cruelty and 167 civil violations.

But that’s not enough.

This case demands more than citations and conditional release. It demands justice.

We call on the Delaware Office of Animal Welfare, 17th Judicial District, and Delaware Attorney General’s Office to:

  • Pursue the maximum penalties available under Delaware law for every cruelty charge
  • Permanently ban Ptomey from owning, housing, or boarding animals again
  • Treat this as a pattern of systematic abuse — not a one-time failure

This wasn’t a case of “too many animals.” It was a case of preventable suffering, gross neglect, and cruelty — in the name of a fake sanctuary.
