What was once designed as a platform for connection has devolved into an environment where hate speech thrives in the comment sections, giving bad actors—from online trolls and bullies to those spreading intentional ragebait—the freedom to operate with near-total impunity.
Despite Meta’s public-facing promises regarding "community guidelines," their current moderation system—heavily reliant on flawed automated AI and slow, ineffective human review—is failing miserably. Reports of overt harassment are routinely dismissed with automated messages claiming the content "doesn't violate guidelines," while victims are left to bear the psychological brunt of the abuse.

What We Demand
We call on Meta and Instagram’s leadership team to immediately overhaul their moderation infrastructure by implementing the following changes:
- Transparent and Accountable Reporting: Replace the broken automated rejection system with a transparent, audited review process that accurately identifies racism, homophobia and misogyny.
- Stricter Penalties for Repeat Offenders: Implement a hard "zero-tolerance" policy for accounts that consistently violate harassment laws, including permanent IP and device bans.
- Alignment with Legal Standards: Actively align platform moderation algorithms and human review guidelines with the statutory safety duties set out by the Online Safety Act and UK regulators.
- Proactive De-escalation: Invest heavily in the proactive detection of targeted dogpiling and cyberbullying campaigns before they cause severe psychological harm to the victim.
- Anti-Anonymity Controls & Identity Verification: Introduce a system allowing users to opt-in to identity verification. Give all users the power to filter out, block, or silence comments and direct messages from unverified, anonymous accounts, stripping trolls of their ability to abuse with impunity.
