Hold Melton City Council Accountable for Delays to Caroline Springs Infrastructure Project
The issue
I’ve lived in Caroline Springs for many years and like many residents, I’ve grown increasingly frustrated and concerned over the slow — and in some cases stalled — delivery of several important infrastructure projects.
These projects aren’t cosmetic upgrades. They are critical road safety improvements and essential traffic infrastructure that have been promised, publicly announced, and even scheduled for completion — yet remain incomplete with no clear explanation.
The projects include:
The Rockbank Middle Road and Caroline Springs Boulevard intersection upgrade, where roadworks have remained partially completed for months
The signalised pedestrian crossing between College Street and Lake Street, a location near schools and busy pedestrian zones, where people still cross dangerously each day
The Taylors Road traffic signals at City Vista Court and Plumpton Road, two intersections with high traffic volumes and growing safety concerns
Over time, the messaging from Melton City Council has become inconsistent and opaque. Public updates have been vague or absent, and residents are left guessing whether the delays are due to Powercor, contractor issues, planning approvals, or something else entirely.
Fed up with the silence, I submitted a Freedom of Information (FOI) request to the Council to get some answers. Instead of transparency, I was told I’d need to pay $587.90 just to access documents about public works, funded by public money, affecting public safety.
This isn’t just about documents. This is about a culture of delay, deflection, and lack of accountability from a council that should be communicating openly with the people it serves.
Local residents deserve:
Honest explanations about what's happening with these projects
Clear and realistic timelines for completion
Accountability for mismanagement or delays
Proactive community engagement, not reactive silence
If we don’t speak up, nothing will change. The people of Caroline Springs, Fraser Rise, Bonnie Brook, and the wider City of Melton are entitled to expect better.
