Right now if you live out in the country and someone's dog attacks and kills your pets or livestock, you can shoot the dog. Most people do not carry a gun, often it is already to late to get one or are not comfortable in shooting one, dog or gun. I believe that an owner should be fined and sent to jail if they are not being responsible in restraining their dogs after the first documented incident.
