Hold Backyard Breeders Accountable! Regulate Dog Breeding in Toronto/Ontario!
The Issue
In Ontario, dog breeders don’t need a license, are not required to register with the province, and there are no limits to the number of animals they can breed (though some jurisdictions do hold limits, i.e., max. 3 dogs per household). There are no comprehensive rules aimed at overseeing breeding. As a result, there are countless puppy mills and private backyard breeding facilities that are scattered throughout the province without consistent rules and standards of care, contributing to our animal overpopulation issues.
The number of dogs being needlessly euthanized in our province has reached alarming levels, directly contravening the Ontario Society for the Prevention of Cruelty to Animals Act, which aims to protect animals from harm and ensure their well-being. The statistics surrounding euthanasia rates are staggering and have shown a disturbing upward trend over the years.
According to a study from the Canadian Veterinary Journal, 19% of dogs and 40% of cats were euthanized in Canadian shelters (of the 67 that were surveyed and responded). The number of dogs euthanized per year has nearly doubled since 2021, when the euthanasia rate was approximately 10%, per Humane Canada’s 2021 Canadian Animal Shelter Statistics Report. This situation is inhumane and reflects a failure in our duty to protect and care for our most vulnerable companions.
Our animals deserve better.
The aim of this petition is to bring awareness to this grave issue, and your support will be showcased through engagement with the Premier of Ontario, Mayor of Toronto, Solicitor General of Ontario and any other official or decision maker that can bring about the policy changes we need to support the animals and regulate breeders.
