Petition: Protect the Rights of Live streamers Supporting Community Safety in Tucson, Arizona
We, the undersigned, respectfully submit this petition to address the treatment of independent live streamers who have been present outside the home of missing Tucson resident Nancy Guthrie and throughout the Tucson area. These live streamers have voluntarily dedicated their time, energy, and personal safety to keep the public informed, promote community awareness, and support efforts locate Nancy.


Live streamers have acted as eyes and ears for the community, documenting activity, sharing updates, and helping citizens feel safer and more informed during a time of uncertainty. Their presence has been peaceful, lawful, and rooted in public interest.


Recently, however, live streamers have reported unequal treatment, unnecessary citations, and actions by law enforcement that appear inconsistent with how other individuals in the same area have been treated. These actions raise serious concerns about fairness, transparency, and the protection of First Amendment rights. We believe:
Livestreaming in public spaces is protected by the First Amendment, as long as individuals are not trespassing or interfering with active police operations.


Citizens have the right to observe, record, and report matters of public concern.
Law enforcement should apply rules consistently, without targeting individuals based on their role as live streamers.
Community members who volunteer their time to raise awareness and help keep others informed should not face intimidation, selective enforcement, or unjust citations.


We therefore request:
A review of any citations or charges issued to live streamers who were peacefully recording from public property.
Clear, public guidelines from the Sheriff’s Office regarding the rights of citizens to record in public spaces.
Equal and consistent enforcement of all laws, without discrimination against live streamers or independent media.
Respectful communication between law enforcement and community members who are contributing to public safety efforts.
This petition is not anti‑law‑enforcement. It is a call for fairness, accountability, and respect for constitutional rights. Live streamers are not criminals — they are community members stepping forward during a difficult time, helping keep the public informed, and supporting efforts to find Nancy Guthrie. We stand together to protect the rights of all live streamers in Tucson, Arizona, and to ensure that no one is punished for peacefully documenting events in the public interest.
 
 
Concern Regarding the Treatment of Livestream Teams by the Nano Sheriff’s Office
In addition to the broader concerns raised in this petition, I submit a personal dispute regarding the conduct of the Nano Sheriff’s Office toward live streamers who have been peacefully documenting activity outside the home of Nancy Guthrie and throughout Tucson, Arizona.
Multiple live streamers — including myself and members of our Live Team — have experienced unfair treatment, selective enforcement, and Multiple live streamers — including myself and members of our Live Team — have experienced unfair treatment, selective enforcement, and inconsistent actions by deputies associated with the Nano Sheriff’s Office. These actions have created an atmosphere of intimidation and hostility toward individuals who are acting within their legal rights to record from public property.


Our concerns include:
Livestreamers being singled out for warnings or citations while other individuals in the same area were left undisturbed.
Deputies issuing misdemeanor summonses for behavior that has been previously allowed and observed by many others without consequence.
A pattern of unequal enforcement that appears to target livestreamers specifically because they are recording and sharing information with the public.
A lack of clear communication from the Sheriff’s Office regarding what behavior is actually prohibited, leading to confusion and unnecessary conflict. This dispute is not personal in the sense of hostility — it is personal because it directly affects the safety, rights, and freedom of the live streamers who have dedicated themselves to raising awareness and helping the community stay informed.


We believe the Nano Sheriff’s Office should:
Treat live streamers with respect and
neutrality, regardless of whether they agree with the live streamers’ presence.
Provide clear, consistent guidelines so citizens know what is allowed and what is not.
Ensure that deputies do not use citations or summonses as a tool to discourage lawful recording.
Recognize that live streamers are not interfering — they are contributing to public awareness and community safety. or unclear.

Recently, however, it appears that the sheriff’s office has begun targeting or intimidating online creators simply for discussing the case. Several YouTubers have reported being approached, warned, or threatened while livestreaming or recording near public areas. 

this raises serious concerns about freedom of expression, public transparency, and the right of citizens — including online commentators — to observe and report on matters of public interest.

YouTubers and their audiences should not be treated as criminals for exercising their right to speak, report, or question official actions. Protecting these creators is essential to ensuring accountability, preventing abuse of authority, and maintaining public trust.

This petition calls for an immediate review of the sheriff’s conduct toward online creators and demands that all citizens — including YouTubers — be allowed to participate in public discussion without fear of retaliation.

Protecting YouTubers Involved in the Nancy Guthrie Case

Many YouTubers have stepped forward to cover the Nancy Guthrie case, offering livestreams, commentary, and real‑time updates that help keep the public informed. These creators are not interfering with law enforcement — they are exercising their right to observe, report, and discuss a matter of public concern. 

Recently, however, it appears that the sheriff’s office has begun treating online creators as if they are criminals simply for being present, recording, or speaking about the case. Several YouTubers have reported feeling targeted, intimidated, or unfairly singled out while operating in public spaces where filming is legally allowed.

This behaviour threatens not only the creators themselves, but also the thousands of viewers who rely on them for transparency and information. YouTubers and their chat communities deserve protection, not punishment.

Online creators play a vital role in modern public oversight. Their presence ensures accountability, prevents misinformation, and keeps the public connected to what is happening on the ground.

This petition calls for an immediate end to any intimidation or targeting of YouTubers covering this case. Freedom of expression must be respected, and no creator should fear retaliation for speaking publicly about a matter that affects the entire community.

Many YouTubers and online creators have been covering the disappearance of Nancy Guthrie, offering updates, analysis, and community support. These individuals play an important role in keeping the public informed, especially when official information is limited 


This personal dispute is submitted in good faith, with the goal of improving communication, fairness, and accountability between law enforcement and the community members who are working tirelessly to help find Nancy Guthrie and keep Tucson residents informed.


We are calling on the Arizona Sheriff’s Office to provide greater support, cooperation, and transparency by working directly with the Live search teams who have been consistently present on the ground. These volunteers are dedicated, organized, and willing to assist law enforcement in locating Nancy Guthrie and other missing persons. We urge the Sheriff’s Office to issue the necessary warrants, permissions, and coordinated access so that properties of interest can be lawfully searched.

We also ask that the Sheriff’s Office collaborate fully with the FBI and utilize all available resources. Every tool, every agency, and every willing volunteer should be part of this effort. Lives depend on it, and the community deserves a thorough, united search for the missing.
