Shift my disabled brother to Disabled accessible prison

Shift my disabled brother to Disabled accessible prison
The Issue
My brother Umer Ayaz Khan has been convicted and is currently residing in HMP Pentonville prison. He is due to serve a sentence of 6 years+. He is having great difficulty in that prison due to no disability access and is restricted to only his own cell and is unable to even go to study area and most of the time he is locked in as no access to suitable places. He is not helped by any staff member either, they don't even touch his wheelchair to move him from one place to another. He has been dealt with very unfairly as they did not even provide him any shoes. His own shoes were taken by staff in Bradford police station along with his belongings and never returned to him. When I visited him on Monday the 23rd of February, I was shocked to see him in his condition, no shoes and was in such a mess due to being stuck in one area. He once touched a governor from back trying to get his attention for the concerns but the governor responded with " do not touch again or I will give you karate chop. I wonder if this is the appropriate way to speak to disabled inmates?
The reason why I want to create this petition is for him to be shifted to more suitable, or adaptable prison for "disabled inmates". He wishes to be able to study or use other areas of the cell just like normal prisoners.
He has provided full proof of the issues with inmates giving statement to all the problems raised. If required i will provide them to whoever in the "high authority" who wishes to see them.
I ask everyone to please sign the petition so that my brother can be shifted to his preferred prison "Dovegate" which is more suitable for disabled prisoners.
