Hillyard City Shelter Village Petition

The Issue

We, the undersigned, are residents, workers, and community members of Thunder Bay calling on City Council to immediately pause the approval of the proposed shelter village at 879 Alloy Place (Hillyard site). This decision was made with NO meaningful public consultation, no confirmed operator, and no clear safety or accountability plan in place. The neighbourhood is already experiencing high levels of break-ins, trespassing, and property crime, and this rushed decision puts both vulnerable individuals and residents at greater risk. We are not against helping people, we are against unsafe, reactive planning. We demand that City Council: 1. Immediately halt plans for the Hillyard site 2. Consult directly with impacted residents, Indigenous leaders, and service providers 3. Prioritize long-term housing solutions over temporary fixes 4. Ensure any shelter project is led by experienced social service agencies with full transparency. Our safety matters. Our voice matters. Our city deserves better.
