Hill City Holdings is a collections agency located in Duluth, MN.  The company is being run by con artists and needs to be stopped from contacting consumers and collecting debt. 

Hill City Holdings owner Elle Gusman previously ran a collections agency called Rockland Resource. Rockland Resource should've been shut down but remains active for whatever illegal reasons. Along with Hill City Holdings, Rockland Resource also didn't have a license to collect in just about every state. For whatever reason, Elle Gusman, remains a "silent partner," but can't be on paper. 

Hill City Holdings doesn't have licensing to collect in many states including, California, Washington, Illinois, Texas, New Jersey, New Mexico, Philadelphia, Iowa, Utah, Ohio, New York, etc, but they collect in a majority of the stats. We have sent letters to every attorney general, some small investigations have started but the process has been taking a long time. 

Management is training its representatives to threaten to serve consumers without actually planning to serve while they are at work with their supervisor on the phone which is highly illegal and very threatening. Consumers are scared they will go to prison for owing debt. Management is taking advantage of their position by also not offering the elderly discounts on their debt. 

Hill City Holdings business partners have been made aware of their illegal behavior, including the act of collecting debt without a license, but all they did was slap them on the wrist. Their business partners include Landmark Strategy group, Rent-A-Center, Western Shamrock, Cherrywood Enterprises, etc. Some of them have threatened to sue us because we spoke up on the matter. We know they are hiding something and a lot of things but not exactly sure of everything. 

Even with them knowing that Rockland Resource and Hill City Holdings doesnt have a license to collect, they still continue to do business with them. 

We are trying to protect consumers from around the United States from being abused with Rockland Resource and Hill City Holdings illegal business practices.

Our objective is to get Rockland Resource and Hill City Holdings shut down once and for all. The owners Joey Shaw and Elle Gusman and Rick Mailae should never be allowed to own an agency again. This is Elle Gusman's fourth agency.
