Highway 99 Improvements for Safety and Equity

The Issue

 

Washington State Route 99 through Lynnwood and Unincorporated Snohomish County (208th Street to Airport Road) is not designed in a way that is safe and equitable for all users of the roadway. This section of highway is primarily designed to accommodate motor vehicle travel. As the populations of Lynnwood and Snohomish County continue to increase, the demand for safe pedestrian and bicycle travel will too. By removing the center 'suicide' (two-way) turn lane and replacing it with a center median, similar to the City of Edmonds, additional space will open up for pedestrian and bike lane infrastructure on the edges of the roadway while making the roadway safer for drivers. A tree-lined median should be introduced on either side of the roadway between motor vehicle lanes and the pedestrian and bike facilities. The addition of these protected sidewalks and bike lanes will enable the safe travel of the SR99 corridor for users outside of motor vehicles. This will encourage the use of non-vehicular transportation, ultimately reducing the number of motor vehicles traveling on the route, minimizing congestion and wait times.
