Fosston, MN is considering HWY 2 changes and one of the plans is to change from a 4 Lane HWY to a 2 Lane HWY with a middle turn lane. This is known as a "road diet". During the last meeting, held on 1/28/2020, about the proposed HWY 2 corridor reconstruction project, the engineering firm (Karvakko) that was hired by the city to explore the HWY reconstruction options, stated they are at a point where a decision needs to be made on keeping 4 lanes through Fosston or switching to 2 Lanes through Fosston with middle turning lane. In-order for the engineering firm to move forward they need to know what plan to move forward with.

We (citizens and business owners) feel there has not been nearly enough data from research and studies collected on potential congestion issues and business traffic service in and out of businesses to warrant a decision now on a project of this magnitude. The only, relevant to Fosston, data collection that was done that drove the 2 lane with middle turning lane design plan was a online public survey and one traffic volume study getting average traffic volumes in early May 2019. No traffic volume data has been measured during peak travel seasons when this change to a two lane HWY in Fosston would be most impactful to travelers using HWY 2.

Major concerns outlined to the engineering firm to take into consideration when designing plans for the HWY 2 re-design were traffic speeds and pedestrian safety. Traffic speed has not been studied in Fosston and that issue has been assumed based on an online community survey. Without any historical data or reports showing a history of motor vehicle related pedestrian accidents in Fosston on HWY 2 we feel being proactive and accounting for Pedestrian safety can ALWAYS be improved, specifically students crossing HWY 2 from the High School.  High-tech traffic calming tools like flashing lights during school hours, school crossing signage, speed mph signs and striped crosswalks can all greatly improve pedestrian and student crossing safety without having to switch to a 2 lane HWY and at a fraction of the cost to tax payers.

Fosston has 40 turns off HWY 2 in the proposed road diet zone. 4 lanes allows ability to sustain consistent traffic flow, with only one lane of traffic each direction you will not have the choice to change lanes and that will cause traffic congestion for travelers. Ability to get onto HWY 2 will also be problematic for travelers when exiting businesses and streets during peak traffic seasons.

This HWY change consideration, to make one lane of traffic each way in Fosston with a middle turn lane, is a MAJOR change and there are way too many unknowns to make such a change. Please sign the petition if you would like to keep Fosston 4 Lanes or want more concrete research and data.
