Herbert Foster

Herbert Foster
The Issue
Herbert Foster has been incarcerated since 1995, and during his time in prison, he has shown remarkable change and dedication to self-improvement. It is time for Herbert to return to his family and become a productive member of society. Herbert now has a loving wife, four stepchildren, and twelve grandchildren. Mrs. Foster, a native of Virginia who currently resides in North Carolina, lives alone and faces health challenges exacerbated by the aftermath of her battle with COVID-19. Having her husband by her side would greatly support her during this difficult time. Additionally, Herbert has a brother who is disabled and could benefit from his assistance.
Throughout his incarceration, Herbert has not only abstained from any infractions but has also actively participated in over 22 programs, seminars, and weekly Bible studies. He has completed courses on victim impact, thinking for a change, vocational trades, and has proudly earned his GED. Despite these accomplishments, alongside five parole denials citing insufficient time served as the sole reason, Herbert remains undeterred in his quest for personal growth and contribution to society.
Parole decisions should reflect an individual's rehabilitation and readiness to reintegrate into the community, especially considering Herbert Foster's consistent efforts and achievements. Given his transformed character and the need his family has for his presence, we urge the relevant authorities in Portsmouth, VA, to prioritize rehabilitation over continued incarceration.
Please sign this petition to help bring Herbert Foster home, where he can provide the much-needed support and care to his family and pursue a positive future. Sign today to stand with us in advocating for justice and compassion.
