

Help Your Neighbours: Combatting the City of Guelph's Notwithstanding Clause
The Issue
We are a group of students from the University of Guelph who are campaigning this project as an act of resistance in order to address critical issues within the community of Guelph. On October 31st, the City of Guelph among other neighboring cities (including Kitchener and Cambridge) requested the provincial government intervene in the ongoing housing crisis which permits them to displace the unhoused population. The mayor of Guelph, Cam Guthrie, is among the many Ontario mayors who have signed a letter to the provincial government requesting the use of the notwithstanding clause (found in Section 33 of the charter) which gives the government power to say that a law is exempt and prevent a court from invalidating a law that violates fundamental freedoms, legal rights, and equality rights. As students at the University, we have seen how the housing crisis has drastically affected our community and campus culture, which has been exacerbated by the over-acceptance of students. We recognize that these issues are interlinked, and demand that both the University and City of Guelph work in tandem to redress this humanitarian crisis. Through this petition, our goal is to directly tell Mayor Guthrie the community's concern over the use of the notwithstanding clause which we hope in turn will validate the experiences of people in this community whose rights are being infringed upon.
