City of South Fulton Zoning Case Z24-026 request to rezone 188 acres at 55 Spence Rd. (Hwy 92) for INDUSTRIAL DEVELOPMENT. Developer KMT.


Details of the KMT rezoning request:

  • KMT applied for rezoning from AG-1 to I-1 to build three large warehouses on 188 acres on both sides of Spence Road between Fairburn city limits and I-85.
  • KMT reports that it has not confirmed any tenants: these are spec buildings. 
  • COSF’s Planning & Zoning Commission recommended denial for KMT’s rezoning request. 
  • On July 8, 2025, citizens from COSF and Fairburn spoke in opposition at the public hearing before the council and mayor. 
  • D7 Councilwoman Linda Pritchett spoke strongly in favor of the rezoning request.
  • On July 22, 2025, Councilwoman Pritchett motioned to approve KMT’s rezoning request. The motion failed: five no and two yes. 
  • On August 12, 2025, Case Z24-026 resurfaced because of a technicality: Per the City Attorney, a vote on a motion to deny the rezoning was needed. The council then voted to defer case Z24-026 until the October 28, 2025, council meeting. 
  • The Atlanta Regional Commission’s Development Regional Impact (DRI) for this rezoning request was completed on March 26, 2025. Here are some direct quotes from the impact report;

 “The project will require clearing of much of the currently heavily forested site, which will have a significant negative local and regional heat island and stormwater impacts.”

“The project is not aligned with applicable Developing Suburbs policy recommendations, which state, 'There is a need in these areas for additional preservation of critical environmental locations and resources, as well as agricultural and forest uses.’

A part of D7 lies within the Oakley Industrial Corridor, which already has warehouses and distribution centers. The city of South Fulton is sandwiched between I-20 and I-85, major interstate highways contributing to local air pollution. Hartsfield-Jackson International Airport is only a few miles away, and South Fulton is in the path of many pollution-emitting airplanes daily. The combination of all these (and other) exposures and how they impact health is called the “exposome.”  We do not have a GROCERY STORE  or PARK in D7. We have too few sit-down restaurants, no entertainment places to take our children, and NO hospital.

Industrial development priority has left residents with scarce access to fresh foods and green spaces, essential for a healthy and fulfilling life. We often find ourselves traveling outside our district to meet basic needs, a burden that falls heaviest on those without easy access to transportation. We spend our tax dollars in Tyrone, Peachtree City, and Union City, not in our city. 


The time to act is now. We must halt this reckless expansion and prioritize the residents' needs. We must hold our local government accountable to ensure that future development aligns with our community's long-term health, safety, and sustainability.
