The Issue
Urgent Appeal for a Fair and Equitable HSC 2024 Result
We, the undersigned candidates of the Higher Secondary Certificate (HSC) Examination 2024, are writing to petition for a fair and equitable resolution to the discriminatory practices implemented in the result announcement process.
Background:
The HSC 2024 examination was significantly impacted by unforeseen circumstances, including adverse weather conditions and a volatile political climate. While the Sylhet board exams were postponed due to severe weather, students from other boards were forced to take their exams amidst challenging conditions. This resulted in an uneven playing field, with Sylhet board students receiving a full subject autopass and Madrasa board students receiving a similar benefit due to postponed exams and the nature of their curriculum.
However, students from Dhaka and other boards, who completed the full examination schedule under adverse conditions, received a disproportionate number of unexpected failures and lower passing rates compared to previous years. This inconsistency highlights a discriminatory approach that disadvantages a significant portion of the student population.
Our Concerns:
- Unequal Treatment: The full subject autopass granted to Sylhet and Madrasa boards creates an unfair advantage compared to students from other boards who faced similar challenges during exams.
- Disproportionate Failures: The current result system has resulted in a significantly higher number of unexpected failures, jeopardizing the future educational prospects of these students.
- Lack of Transparency: The methodology used for result calculation, particularly the inclusion of peer-graded lowest marks, is unclear and potentially biased.
- Inadequate Appeals Process: The rescrutiny process offered by the boards is historically ineffective and fails to address the core issue of widespread discrepancies in the results.
- Excessive Force: The violent response by authorities towards peaceful student protests seeking a fair resolution further undermines trust and creates a climate of fear.
- It was an illegal act to attack and arrest students during their unharmful protest and freedom of speech regarding their complaints.
Proposed Solutions:
- We urge the Ministry of Education to consider the following solutions to ensure a just and equitable outcome for all HSC 2024 candidates:
- Mapping of Marks: Implement a system where all students' results are mapped from their previous Secondary School Certificate (SSC) examination, similar to the approach used for Sylhet and Madrasa boards.
- Nominal Pass Marks: Award a nominal passing grade to students who attended the exams but received failing marks in specific subjects due to the challenging circumstances. This would allow them to pursue further education.
- Standardized Grading System: Implement a standardized grading system that accounts for the unique challenges faced by all students during the HSC 2024 examination period.
- Independent Review: Establish an independent review committee to investigate the result discrepancies and recommend a fair and transparent solution.
