We, the undersigned, continue to call for transparency, accountability, and justice in the handling of the complaint filed against planner John Wintrup by Diane Bousquet (Shining Flowering Thunderbird Woman) and other concerned community members and Elders.

This complaint rooted in issues of cultural harm, misuse of ceremony imagery, and ethical misconduct has faced repeated delays, deflection, and disregard for fair process by the Manitoba Professional Planners Institute (MPPI).

 

Timeline of Events

August 18, 2025 MPPI issued a Notice of Complaint to Mr. Wintrup.

September 17, 2025 The initial 30-day deadline to respond passed with no communication or disclosure to the complainant(s).

October 1, 2025 MPPI granted a further 30-day extension to Mr. Wintrup without consultation, fair notice, or justification to the complainant(s).

October 31, 2025 The extension period expired; no response or communication was provided by MPPI.

November 12, 2025 — As of today, no updates or pre-consultation have occurred. This marks 12 days past the extended deadline, yet the complainant has still received no written update, explanation, or acknowledgment.

 

Our Concerns

This continued pattern demonstrates:

A lack of procedural fairness and transparency in MPPI’s complaints process.

Failure to consult or inform the complainant about key decisions affecting the process.

Absence of trauma-informed and culturally respectful practice, contrary to MPPI’s stated reconciliation commitments.

Potential bias or preferential treatment toward the respondent, undermining trust in professional accountability systems.

 

We Call On MPPI and CIP To:

 

1. Provide an immediate written update on the complaint status and the respondent’s filing.

2. Cease granting further extensions without prior consultation and written justification.

3. Commit to a transparent, trauma-informed, and culturally grounded complaint resolution process.

4. Ensure Indigenous representation on the Complaints Committee and MPPI Board to uphold the spirit and intent of Reconciliation and UNDRIP.

5. Publicly affirm that MPPI will not tolerate breaches of ethical, cultural, or professional standards.
