Although it's in Russian only, this petition has been started a while back.

I could not understand one word from it, but it was exclusively directed at Russian institutions and other groups.

If you are outside of Russia, this English petition is aimed at the rest of Europe. To get involved also.

Next to building this petition, I have sent an open letter to 11 international organisations.  Check the link bellow, where you can read the letter itself.

I am working on a second letter presently.
