Help Obtain Parking Acccesibility for the Deaf
The Issue
My goal is to help create a more inclusive and safe environment for deaf individuals in Michigan regarding access to disability parking permits and plates. Under Michigan’s current state law, residents who are legally blind or have a condition that significantly limits their ability to walk or requires an assistive device (i.e.: a wheelchair, walker, crutch, or other device) are eligible for a disability parking placard or license plate. Deafness is considered a disability under the Americans with Disabilities Act (ADA) as it significantly limits a major physical ability- hearing. Because they cannot hear; deaf people face a higher risk of being hit by vehicles by parking further away from the entrance of stores- they cannot hear vehicles coming. To mitigate this risk and hazard, it would be safer for deaf individuals to be allowed to park in handicapped accessible spaces. Each state has its own criteria for disability permits; however only 5 states allow for deaf individuals to qualify for a handicapped placard. Here are some: Georgia, Kentucky, New York, Wyoming, and Virginia. To help better provide parking access and safety for deaf residents in Michigan, deafness should be included in the list of disabilities for parking placards as well.
