Help Halton's Disabled Children: Demand a review of Halton Borough Council's spending!

The Issue

An article was published on the Runcorn & Widnes World website on 25th February, titled Halton Council eyes changes to school SEND transport (https://www.runcornandwidnesworld.co.uk/news/24961580.halton-council-eyes-changes-school-send-transport/)
I read it in the early afternoon and after stewing for hours, I knew there was something that needed to be done. Not only am I the parent of a disabled child, I also struggled to get the transport my child is entitled too. It took 18 months, from the beginning of her reception year up until Christmas of Year 1 for us to get the help we were promised. We were denied and appealed two or three times, and the only way we finally got help was by contacting MP Derek Twigg and through the tireless efforts of professionals who work with our daughter, most of whom didn't have anything to do with the transport department. 

After some research, I think the best course of action is to try and petition to the Housing, Communities and Local Government committee (https://committees.parliament.uk/committee/17/housing-communities-and-local-government-committee/) - they can scrutinise the spending of local government and I think it is about time this happened in Halton - the salaries of the directors of all 10 departments in HBC add up to a staggering £1.1 million. 
The article in the World states that they are looking at ways to CUT finances for transport for SEN children in Halton, even though they are aware that figures in SEN children requiring transport has INCREASED. 
How does it make sense to decrease funding for a larger amount of people? Surely their are cuts that can be made within the council to give more money to disabled children - it would be bad enough for them to pick on children, and even disabled people but to pick on DISABLED CHILDREN is sickening - how do they sleep at night?! 
I wonder would their attitudes be any different if they had disabled children themselves?
