Create laws for backyard breeding
The Issue
I'm tired of seeing homeless dogs and cats or mistreated animals. Why not create laws to help stop over breeding. First, Create a breeders license. To be a breeder you would have to register with the humane society with what dogs or cats you are breeding. The liscenses would cost around $1500.00 per animal used for breeding, this would cover for cost of the people that ensure the safety and quality of animals being produced.
Second, all dogs and cats must be altered. With all the help out there to help people spay or neuter it's very reasonable to pay for. If you can't afford it than maybe an animal isn't the right time to have at the moment.
Third, laws would help create better quality animals by letting the really passionate animal experts to produce quality animals. Backyard breeders do it by accident or for a quick buck, but all this has done has created problems with over crowding animal shelters look at how many unwanted animals are euthanized every year. If we as a country can keep the number of cats and dogs being born down by keeping animals out of unreasponsable people than will start seeing victory. With laws it will raise the price of animals and hopefully from detour people from buying pets out of emotions when they truly not sure their ready for a pet. We can have humane society able to go in a look over animal conditions. This will ensure animals are treated with care not overbreed and kept in poor unsanitary places. And last people with unaltered pets will be fined a $1000 a year it's not altered and anyone cought producing animals without a breeders license will be fined a $1000 for each dog or kitten.
In conclusion this is just an idea of how to control over populated shelters, and better quality pets. The money collected would help fund shelters and animal control. Do I or anyone like extra laws no but unfortunately we need them to protect lives and especially the lives without voices. It's up to the people who have seen the devistation of overpopulated shelters animals being put to sleep because no one wants them is a very sad deal. So hopefully with license and fines dogs and cats will decline in numbers and make it easier to adopt animals out ending kill shelters and the sad stories of being unwanted
