The two reasons for this petition, are to ensure that the ASPCA changes their policies and procedures when preforming/handling investigations of reported animal abuse, and to ensure that Norberto Fernandez is held accountable for the visible and obvious animal abuse that he has inflicted on his dogs. 
  These two issues correlate with one another, because, in 2011, an article was written about the ‘New York Mets Dog’ that was named coffee, the dog that sits completely still, in layers of clothing, holding a pipe in its mouth. The article stated that multiple people were outraged that the senior dog was forced to sit at Citified before, during, and after every Mets game and found out a shock collar was hidden underneath the layers of clothing. They claimed anytime the dog would lay down it would immediately get back up. Multiple people reported the abuse to the ASPCA and the ASPCA stated that they went to the location of the reported abuse and did not see Norberto or coffee, and although there wasn’t enough evidence to suspect abuse, they would continue to look into it. 
It is 2022 and Norberto Hernandez currently has multiple dogs that are forced to preform the same acts as coffee. It is proven that it is over 90 degrees in citified NY and these dogs are forced to sit with layers of clothing on in this weather, they also are forced to keep pipes in their mouths. The only way for a dog to cool itself down, is to pant by opening its mouth and sticking its tongue out, the dog cannot cool itself down from the heat of the clothes and weather because it is forced to keep a pipe in its mouth. There are numerous videos that Norberto Fernandez has posted himself via social media, of things like, making dogs open beer bottles with their teeth/mouth, making an obviously malnourished dog balance a glass bottle on its head while walking, Ordering a dog to urinate and defecate on his command (the dog in this video also is wearing a shock collar), and another video of a fully clothed dog sitting up, completely still with a large gun that Norberto has shoved in the neck hole of the dogs shirt, and you can visibly see the dogs legs give in from over exhaustion and weight, two times in that clip.

All of this evidence is proven via social media, and it is a very serious and worrying issue that the ASPCA did not discover this evidence if they stated that they were investigating and ‘looking into’ the reports. This means that the ASPCA could potentially be doing this with MANY other abuse reports. All of these videos are so easily accessible and required little work for me, so it brings me to ask, did they really investigate at all, or did they show up one time to citified and essentially ‘give up’ on the whole situation itself? The ASPCA needs to change their policies and procedures when preforming/ handling reported animal abuse cases by being more thorough, and acting with more urgency. Reports of animal abuse, ESPECIALLY, when there are multiple reports of the SAME animal and/or abuser, should be taken very seriously and should be acted on as soon as possible. This possibly could have been prevented in 2011 by the ASPCA if they were more thorough when investing the case. How many animals have the ASPCA failed to save from abuse because they did not thoroughly investigate? 
Although there is no visible proof of Norberto Fernandez activity using the Petsafe 400 ‘static stimulation’ collar, it has been proven that he has lied and denied even having the collar, there are pictures proving that he hides the collar underneath the clothing that he puts on the dogs, the ASPCA should have seen that as a red flag itself and wondered: if the collar does not affect the dog negatively, why is he denying and hiding it? There is enough evidence in this summary and the data That myself and the “stop abusing coffee Facebook page” have collected alone to hold Norberto Fernandez accountable and to confiscate ALL animals that are in his possession.
