Fund the Approved Quiet Zone for the Vincent Avenue / Irwindale Avenue Rail Corridor
Residents living along the Vincent Avenue and Irwindale Avenue rail corridor in the Covina area of Los Angeles County continue to endure excessive train horn noise and ground vibration every day and night. While train horns play an important role in railroad safety, the volume, frequency, and duration of the horn blasts have become far more than an occasional inconvenience. Some locomotive engineers use shorter horn sequences, while others sound the horn much longer, creating unpredictable and often overwhelming noise that echoes throughout our neighborhoods.

The impact on our community is significant. Families are awakened throughout the night, residents working from home struggle with constant interruptions, children are distracted while studying, and seniors and shift workers are unable to enjoy the peace and quiet of their homes. Many residents also experience noticeable vibration as trains pass, adding to the daily disruption. These conditions affect health, well-being, and quality of life.

Our community has already taken the necessary first step.

A formal Quiet Zone feasibility study has been completed, and the Vincent Avenue / Irwindale Avenue rail corridor has been determined to be eligible for a Quiet Zone through the installation of the required federally approved safety improvements.

The remaining challenge is funding and project prioritization.

While other rail crossing improvement projects are moving forward, including the Citrus Avenue corridor, implementation of the eligible Vincent Avenue / Irwindale Avenue Quiet Zone remains on hold. Residents are concerned that our community, despite meeting the necessary requirements, will continue to wait indefinitely for relief.

We are not asking anyone to reduce railroad safety.

We are asking our local, county, state, railroad, and transportation partners to prioritize funding and move forward with construction of the approved safety improvements needed to implement this Quiet Zone. Communities throughout California have successfully demonstrated that railroad safety and neighborhood quality of life can coexist through properly designed Quiet Zones.
