The Issue

In 1998, 23-year-old Amy Lynn Bradley vanished from a Royal Caribbean cruise ship just off the coast of Curaçao. Despite alleged sightings and digital traces—including IP activity potentially linked to online sex trafficking—jurisdictional barriers and a lack of digital cooperation have kept the full truth out of reach. Her case remains unsolved.

But Amy is not alone.

Thousands of travelers go missing every year across international borders. Families are left desperate for answers, while essential digital evidence—like IP logs, surveillance footage, and online communication records—is often delayed or withheld due to outdated privacy laws and bureaucratic red tape.

In today’s digital age, time-sensitive data can mean the difference between rescue and heartbreak.

We, the undersigned, demand a global shift in how these cases are handled—starting with:

 1. The U.S. Department of State and FBI to formally push for international digital cooperation in missing person cases abroad.

 2. Tourism-dependent nations (including, but not limited to, Caribbean countries like Curaçao, Barbados, and Aruba) to agree to real-time digital data sharing and IP tracing when a tourist disappears.

 3. Cruise lines, airlines, and international travel companies to adopt mandatory policies that ensure full digital transparency and cooperation with investigators.

We also call on the U.S. government—including the Office of the President—to support and prioritize these reforms at the federal and international levels.

Amy’s story is at the heart of this petition — but she’s not the only one. Thousands of families live this nightmare without answers.

If a country profits from international tourism, it must also protect international lives.
