Change on SW Barrows and the Roundabout
The Issue
Progress Ridge is an incredible neighborhood within the suburbs of Beaverton, OR. The number of active families & individuals running, biking and walking, year-round, is unprecedented and is a weighing factor on why so many families move to this area. There's also an elementary and high school less than a mile away from the roundabout.
SW Barrows experiences numerous accidents annually, specifically at the roundabout of SW Roshak and SW Barrows. Our goal with this petition is to gain support to show the city that we have a large volume of neighbors/businesses who support the traffic calming changes to protect our neighborhoods.
SW Barrows is shared by the city of Beaverton and the city of Tigard, Beaverton is responsible for the maintenance and management of the road.
Unfortunately, the city of Beaverton has many policies around how to accomplish what we are asking. Below is a brief history of our recent interactions with the city.
In October 2020 we started working with the traffic engineer for Beaverton. We learned that the speed on Barrows must be at 30mph or less in order to install speed cushions (humps) or enter a traffic calming program.
In November 2020 a speed study was done on SW Barrows to attempt to reduce the speed to 30 mph. Unfortunately, the speed study did not warrant a reduction of the speed (median speed 85th percentile was 38 MPH).
After the speed study, the city put in new delineators and a speed warning sign on SW Barrows. Since those were put in place, there have been 13 additional accidents with varying degrees of severity, all including damage to business, city and personal property.
In December 2021 several concerned neighbors met with traffic engineers and public works at the roundabout to ask them to do more. Since then, they redesigned the landscape in the roundabout for better visibility and set up a new speed study.
The city just completed a second speed study (2/1/22 thru 2/8/22). The median speed percentile for determining speed has changed since the last speed study, it has gone down from 85% to 50% which gives us a better chance to get the speed reduced.
Our current requests for Traffic Calming are:
- Speed reduction
- Speed cushions or rumble strips
- Enhanced police enforcement
- Flashing pedestrian signs on all 4 crosswalks surrounding the roundabout
- A 4-way traffic signal or stop signs with pedestrian signals on either SW 157th and Barrows or SW 160th and Barrows
We also want something put in place to protect the properties affected directly.
We have the mayor of Beaverton involved, her Chief of Staff, public works director and two of the traffic engineers for Beaverton. As well as a recent involvement and support by the Neighbors Southwest Beaverton area NAC. The City of Tigard and Washington County will be brought in as well if a speed reduction is requested by Beaverton.
We will be meeting with the director of compliance at the OLCC to address the drunk driving component and the possible over-serving happening at the establishments near us licensed to serve alcohol.
