Subject: Urgent Action Required to Address EI-HUB System Failures Affecting Early Intervention Services

We, the undersigned families, service providers, and concerned citizens of New York State, urgently bring to your attention the severe issues arising from the recent implementation of the EI-HUB system, developed by Public Consulting Group (PCG), for managing early intervention services. The transition from the New York Early Intervention System (NYEIS) to EI-HUB has resulted in significant disruptions that are adversely affecting the lives of countless children and families who depend on these vital services.

Background:

On October 15, 2024, New York State mandated the use of EI-HUB for service and billing related to early intervention, replacing the previously successful NYEIS. After years of delays in development, and minimal training and guidance offered for service providers, EI-HUB has been plagued with critical problems.

Issues Identified:

1. Data Loss and Misplacement:

 During the transition from NYEIS to EI-HUB, essential data has been lost or misplaced, preventing service providers from accessing vital records necessary for delivering proper care.

2. Billing and Compensation Delays:

Service providers, including Special Education Teachers, Physical Therapists, Occupational Therapists, Speech/Language Pathologists, and Service Coordinators, are unable to process billing through EI-HUB. As a result, they are not being compensated for their work, effectively forcing many to work without income.

3. Service Disruption:

The inability to access and manage records efficiently has led to service disruptions, severely impacting the children and families who rely on timely early intervention services.

Impact:

The current situation is untenable and has devastating consequences for all stakeholders involved. Children and families in need of early intervention are left without necessary support, while dedicated service providers face financial hardship due to the inability to bill for their services. This not only threatens the livelihoods of those who provide these essential services but also jeopardizes the development and well-being of our children.

Our Request:

We call upon our local, state, and federal legislators to take immediate action to address these pressing issues and hold PCG accountable for resolving the failures of the EI-HUB system. We request:

• Immediate Investigation: A thorough investigation into the root causes of the data transfer issues and system failures.
• Interim Solutions: Implementation of interim measures to ensure providers can access critical data and receive compensation for services rendered.
• Support for Affected Families and Providers: Provision of support and resources to families and service providers impacted by these disruptions.
• Accountability and Transparency: A transparent plan from PCG outlining how and when these issues will be resolved.
