Disaster-relief donations for animals need to be used efficiently for humane control and care of the exploding cat and dog population in Japan's Fukushima disaster zone, which was evacuated after the 2011 tsunami and subsequent nuclear power plant accident. Those funds are now being withheld from such programs.

Rounding up and killing stray animals inhumanely is not an acceptable solution to the massive increase in their population in the Fukushima disaster zone. And we are certain that the real answer is financial support for non-profit animal birth-control and welfare programs. Organizations in control of disaster-relief donations for animals have senselessly refused funding for such programs.

The organizations have chosen instead to keep billions of yen (going all the way back to donations given after the Kobe earthquake of 1995) lying useless in bank accounts. (More details here) When funds have been utilized in the past, they have been released to for-profit veterinary businesses and organizations with links to veterinary associations. Some of the funds have even been lost in stock-market investments that went awry.

We strongly believe that donors have been, and are still being, misled and do not want their donations to be withheld and mismanaged in this way. Donors whose opinions we sought were aghast to learn of what they saw as misuse of their donations. (A link to a TV report on this subject with English subtitles)

We have many times attempted to persuade those organizations in control of donated funds, principally Japan's Headquarters for the Relief of Animals in Emergencies (Kinkyu Saigaiji Doubutsu Kyuen Hombu -- 緊急災害時動物救援本部), that animal birth-control (spay/neuter) programs are essential to bring the ever-worsening overpopulation situation under control, but our pleas have fallen on deaf ears. The organization has no legal obligation to account for the way it utilizes charitable donations under its control.

The most efficient use of donors' money would be its transparent management by an independent body with no links to veterinary associations. That body could then oversee allocation to non-profit spay/neuter programs and animal-welfare efforts.

Now we need your help in pushing these bureaucrats to finally see sense. We appeal to everyone who recognizes non-profit, large-scale birth control and volunteer animal-welfare efforts as the right way to help these animals to support our petition here.

動物の災害救援義援金は、福島災害区域（2011年の津波と原発事故のあとに人々が撤退した区域）で爆発的に増加した犬や猫の愛護的な管理や保護のために有効に使われる必要がある。しかし、「緊急災害時動物救援本部（東京）」のもとへ集まった義援金は、今そのような取り組みに使われずに留保されている。（各メディアの報道後2014年3月7日に別名の基金に移されている）

さまよう動物たちを無慈悲に駆り集めて殺戮することは、福島の災害区域における動物たちのおびただしい増加に対する解決法にはならない。私たちは、非営利でおこなう動物繁殖抑制と福祉計画が本当の答えだと確信している。しかし、動物災害救援義援金を管理する「緊急災害時動物救援本部（東京）」は、このような取り組みにその義援金を投入することを拒絶している。

そして、その団体は大金（1995年の阪神淡路大震災後に集められた義援金も含む）を銀行口座に眠らせたままにしておくことを選択している。 （詳しくは）

それらの義援金は構成団体である利益を追求する獣医師会とその関連団体に交付されてきた。また、義援金の一部は株式市場での間違った投資で失われている。

私たちは、寄付者が今もだまされ続けて、自分たちの出した寄付金が使われないまま、あるいはこのような間違った管理をされていることを望んでいないと強く確信している。

私たちは何度も、義援金の管理をしているそれら団体、主として「緊急災害時動物救援本部（東京）」に対して「動物の繁殖抑制（不妊／去勢）プログラムが、かつてなく悪化している動物の過剰増加状況をコントロールするには不可欠である」と説得を試みてきたが要請は無視された。その団体は善意あふれる義援金の使途を説明する法的義務がないのだ。

義援金の最も有効な管理法は、獣医師会と何の関連のない独立した組織による透明な管理であろう。その組織なら非営利の不妊去勢プログラムと動物福祉活動へのお金の分配を適切に監督することが可能になる。

今、私たちはこれらの資金を管理している組織と官僚たちに最終的に適切な行動を取らせるよう圧力をかけるため、皆さんの支援を必要としています。被災動物を救出する正当な方法は、非営利で大規模な繁殖抑制とボランティアによる動物福祉活動であると認識するすべての皆さんに、私たちの署名に支援いただくよう宜しくお願い致します。

私たちの当局への要求：
あなたの政策を変えて災害地域の動物たちに真の援助の手をさしのべて下さい。
１，必要とする動物たちに対して有り余る義援金をためこまないで下さい。
２，非営利の繁殖抑制や福祉プログラムに義援金を有効に使って下さい。
３，善意の動物福祉プログラムから、業界が利益を得ることを認めないで下さい。
４，義援金の基金管理を透明化するか、独立した組織によるそれらの基金管理を受け
　　入れて下さい。
