Through a simple Instagram poll on the HBUHSD Student Strike account we discovered the district's negligence of this grave issue entirely. 68 percent of respondents had been sexually harassed, and of those who reported their harassment, less the 20 percent received an appropriate response. 

Naturally, our next step was to investigate the district's official sexual harassment policies, and we found them to be vague, lacking clear punishment, and outlining responsibilities for Superintendent Harwick such as:

"The Superintendent or designee shall ensure that students receive age-appropriate information related to sexual harassment. Students shall be assured that they need not endure any form of sexual behavior or communication, including harassment because of sexual orientation. They shall further be assured that they need not endure, for any reason, any harassment which impairs the educational environment or a student’s emotional well-being at school. "

as well as,

"The Superintendent or designee shall take all actions necessary to ensure the prevention, investigation and correction of sexual harassment, including but not limited to:

1. Providing periodic training to all staff regarding the district’s sexual harassment policy, particularly the procedures for registering complaints and employees’ duty in availing themselves of the complaint procedure in order to avoid harm,

2. Publicizing and disseminating the district’s sexual harassment policy to staff,

3. Ensuring prompt, thorough and fair investigation of complaints in a way that respects the privacy of all parties concerned, to the extent necessary,

4. Taking timely and appropriate corrective/remedial actions after completion of investigation. This may require subsequent monitoring of developments.

that have been clearly neglected. Furthermore, the reporting process of sexual harassment is unclear, and does not ensure accountability when reported." 

We request student to administration communication on this issue and the proper mitigation of it. We request the board's acknowledgement of this issue, and superintendent Harwick to adhere to his outlined duties. We expect addressment of this issue at the school level: whether it be through education, through email, etc.  We request proper punishment to those who report harassment in all circumstances, whilst keeping in mind the safety and wellbeing of the vistim. This includes, removing the perpetrator from all of the classes the victim is in, reporting to parents, and involving the proper legal authority if required.
