The Issue

My name is Ryan Poetsch, and my wife is Joanna Poetsch. We are the parents of three young children living in the rapidly growing community of Hoopili. Every day, we face the challenge of driving our kids to schools in distant areas due to the lack of a local elementary school. The burden of overcrowded classrooms elsewhere is not just ours to bear. Many other parents here share similar stories of stress and inconvenience, demonstrating an urgent need for educational facilities closer to home.

Hoopili, a bustling community poised for further growth, has long awaited the construction of a promised elementary school. D.R. Horton generously set aside land for this purpose, and people purchased properties with that promise in mind. They have even removed a sign from the property stating Future Elementary School, a bit of false advertising to buyers. This continued lack of energy to build has resulted in overcrowded classrooms and stretched resources in nearby schools. This is not just a matter of convenience; it's about quality education for our children, who deserve the same opportunities as their peers in less congested areas.

Education is a fundamental right, not a privilege. Yet, by not addressing these overcrowding issues, we're compromising our children's ability to learn effectively in a conducive environment. Numerous studies have shown that overcrowded schools can hinder academic performance, limit individual attention from teachers, and lead to higher stress levels among students, all of which ultimately impede the learning process.

The solution is clear: our community is requesting the government to allocate the necessary funds through the Department of Education to build a new elementary school in Hoopili. With the land already available, this is a feasible and much-needed step. We urge our local and state government representatives to prioritize education in our community's development plans and secure the necessary funding to bring this project to life.

Let's come together to make this vital change for our children's future. Sign this petition to compel our governments to act and provide the deserving children of Hoopili with a new elementary school that will serve our growing community. We need every voice to be heard to drive this essential change.

I am Representative Julie Reyes Oda of 'Ewa Beach. While Ho'opili is not in my district, overcrowded schools affect all of us in 'Ewa/Kapolei. Last year, there were 16,891 students enrolled in the Campbell-Kapolei Complex. We also have 2 of 3 elementary schools with enrollment over 1000: 'Ewa El on Renton and Holomua El in Gentry. The other school is August Ahrens in Waipahu. 'Ewa El is the largest elementary in the state and Holomua is the last remaining school using the track calendar due to overcapacity. 'Ewa is home to the largest elementary and high school in the state (Campbell High). I am a former math teacher whose first job was at Campbell High, so I understand the overcrowding issues. I sent my own son to Central District so he could be in a smaller class. I want to work on prioritizing new schools in 'Ewa because it makes sense. The data should lead anyone to decide to fund multiple schools in our area. Please contact my office with this email title: NEW 'EWA ELEMENTARY SCHOOL so that we can keep in touch about the progress of this request. [repreyesoda@capitol.hawaii.gov] I am on the Finance Committee, and this project is already in my Capital Improvement Project Request for the 2026 session. I will be following this project closely, in hopes that it is a priority in the budget. Email me to join me in making 'Ewa/Kapolei the best place to live!
