West Harrow (Vaughan Road area) is one of the low traffic neighbourhoods to be implemented in the next few weeks as part of the council's emergency Street Space plan (https://harrowstreetspacesmap.commonplace.is/about
This is different from the process we had envisaged before COVID-19, where the traffic scheme would have been developed over a longer period of time in consultation with residents. The public health emergency requires rapid improvements in walking and cycling if we are to avoid a massive increase in car traffic as lockdown is eased. Local authorities have been instructed by the Government to create low traffic neighbourhoods "as swiftly as possible, and in any event within weeks". Temporary measures can last for up to 18 months, and there will likely be a formal consultation during that time about making the improvements permanent.
Thank you all for your help in getting this far.
Please engage with the council's Street Spaces map to let them know about other areas in Harrow that need emergency measures (widened footways, 'pop-up' cycle lanes or low traffic neighbourhoods): https://harrowstreetspacesmap.commonplace.is/comment
