Harrow leisure centre offer a free 3 hour parking at their leisure centre. The pay and display was complicated enough that they have now introduced a new scale. It is so complicated that they have to have a large board to display the rules. It cannot fit within the use of the meter!!!!! I cannot see why modern technology is not used in the parking facility. Why can't they have ANPR and allow all cars to park free for the first 3 hours. Any one who wishes to stay for longer than this can then visit the pay and display machine or use the other modes of payment. The centre is busy at all times and on every visit one has to visit the machine and get a validated ticket. You do not have the option of doing this in an app if you are staying for less than 3hours. The council has made it purposely difficult for the users. They have all sorts of problems. There are 4-5 buttons to press plus the additional buttons to enter your registration. The instructions on how to use, algorithms etc - means that you are confused before you start. Come on Harrow council - why do we have to waste 5 minutes on every visit, to try and get a free pay and display ticket every time?????? That is 4 hours of wasted time for 1 visit weekly. Can we not have a modern system which is easy to use, takes the complication out and make it easier for the users. I am sure there are smart people working in the council to resolve this matter. Why waste time and money issuing display ticket?? This can all be avoided. Why have such complex rules on parking
