Remove the Hamilton Mill HOA rules on opening the pools
The Issue
The Hamilton Mill HOA has set rules that are far outside of the scope of the CDC guidelines. (Only LakeView pool opening; reservations required; no pool toys/floatation devices; two hour limits; two residents at a time; no guests; no pool furniture, etc.) See the full HOA statement posted at the end of this petition.
The CDC has found no evidence of COVID-19 spreading through treated water in swimming pools. The U.S. Army’s high-level biosecurity laboratory at Fort Derrick, MD, conducted a study that showed the novel Coronavirus does not survive when exposed to ultraviolet light and warm and humid conditions. The weather is getting warmer, and the pool is safer than shopping at Walmart, Target, Kroger or Home Depot.
Studies indicate without proper outlets juveniles are at an increased risk to engage in vandalism and other criminal behaviors. Psychological scientists at the University of Washington’s Center for the Science of Social Connections warn that this is a perfect storm for depression risk, and that we need to be prepared for an epidemic of clinical depression. Opening our community pools will help keep our communities happier, safer, and ultimately healthier.
The residents of Hamilton Mill hereby demand the opening of both the Mill View and Lake View pools safely, but without the additional requirements the HOA has decided to instill.
We suggest that the HOA allow homeowners to sign waivers to relieve the HOA from liability caused by COVID19, thereby allowing homeowners to SWIM AT OUR OWN RISK.

Pool Opening Procedures for Summer 2020
Homeowners,
Many of you have inquired about the re-opening of our amenities, in particular, our pools. The state has recently released guidance regarding how to safely open and manage public swimming pools which the Board of Directors has reviewed. Using these guidelines we are targeting the opening of the Lakeview pool only starting on Monday, June 1 and will be incorporating the following rules with the opening:
There will be a maximum of 50 people allowed at the pool at any given point in time.
We are in the process of developing a reservation system that will allow homeowners to make reservations in two-hour increments to be at the pool. Homeowners will be limited to two reservations per week.
Amenity ID’s will be required for every family member older than 12. IMPORTANT: Badge creation or replacement is currently only available through appointments and will not be printed ad-hoc upon arrival to the pool.
After each two-hour period, the pool will close for a one-hour to allow the staff time to clean all necessary common areas.
Chairs will not be provided for use so homeowners will be required to bring any seating necessary.
The bench area will be closed off and will NOT be open for use.
Pool toys and floatation devices will not be allowed.
Pool usage is for homeowners only. Guests are not allowed to provide enough reservation opportunities for our homeowners.
Homeowners will be required to maintain social distances from non-family members both in and out of the pool.
Homeowners who do not follow guidelines may lose access to the pool.
No swim lessons will be permitted.
Please be aware that the above requirements are a starting point to allow our homeowners the ability to use the pool. The Board members will be closely monitoring the usage of the pool and adherence to the guidelines and will react accordingly to provide as much usage of the pool as can safely be accommodated. On the other hand, if the ability to ensure homeowners maintain social distances becomes unmanageable The Board may be forced to re-close the pool.
Finally, please note that all other currently closed amenities, as well as the Millview pool, will remain closed. The Board is working diligently on creating the ability to open other amenities and we appreciate your patience on these.
